Children girls' involved in any way in the social and organized armed violence COAV - children and youth in Organic Armed Violence.
1. The interventions carried out so far, be it social, policing, restrictive, or therapeutic care is not constituted an alternative for reducing or regulation: a.
Indiscriminate traffic in firearms, homemade and conventional. B.
The execution or death in adolescents and young people. C.
Supply and demand for spa and hallucinogens.
Despite what has been done by the municipal government, Government and other public bodies for some 10 years ago, contract killings in young people and youth, consumption and sale of psychoactive substances, sale, purchase, rental of homemade firearms and conventional, the association of pre and adolescents in Bandol, among others, is increasingly common, in greater numbers, more expanded (It is no longer exclusive to the capital of the department and its neighboring municipalities are also growing in Balboa, Belen de Umbria, Shrine, Marseille), similarly became a crime problem, social security and very visible (by their statistics and crimes)
2. There has been and has not designed a system or model of intervention, whether by individual, family, community social or regulated to mitigate the impact of social phenomena increasingly frequent.
3. It is "flying blind" does not exist in government (only in the judicial police agencies) a methodological approach, technical, organizational guidelines and delineate guidelines or goals time and clearly defined territorial space.
4. There has been a sequential program of public officials, contractors and other government staff in the public system, which dissociate the so stuck "talking to the boys" or invite proposals for change in attitudes, organized, orderly and viable in the short and medium time, planning and performance has been lacking in the programs.
5. Governments make the approach isolate the problems associated with drug trafficking, arms trafficking, emerging bands, social and armed violence, denying the interconnectedness and interdependence factors that explain and determine the complexity of this situation and the social pathology involved.
14. There is a mandatory internal migration (read inter-neighborhood and inter displacement, by threats or death of friends or relatives) between the districts and municipalities in the metropolitan area, discredited by the municipal and departmental governments.
15. The behavioral assessment or evaluation (as is planned) and subsequent intervention for change has been made only from the individual and not to the environment, limiting the procedure to "talk to the guys."
16. It is "attacking", but not being decreasing the problems associated with: a.
Drug Addiction and consumption of psychoactive substances. B.
Corruption. C.
Family conflict. D.
Drug trafficking. E.
Microcarteles or mafias. F.
Impunity. G.
Killings and crimes of greatest impact (decreasing in año2.009).
17. We found an ineffective discipline, control and supervision of families of children, adolescents and young offenders, drug addicts, thugs, gangsters or antisocial activities, governments have acted poorly in this type of procedure.
18. Intolerance (well named by the media lately) as a disease social cause and consequence of social conflict gear and armed with our children and youth has not been addressed, the government and the police only have "appointed" or delivered fliers for people to say no to intolerance, but it is well known source is a mental disease, not just read it heals.
