2. Clearly define the problem, there are now lots of data, lots of numbers, without a clear diagnosis and date: The first is to identify risk factors, meeting places, times and stages of intervention, technical and financial budgets, type of intervention methodologies activate (challenge by choice, for example) and pedagogies focused on creating more positive lifestyle, parenting tools for parents or caregivers, family structural system roles, rules and regulations, plan to develop skills and abilities and methods of rehabilitation and resocialization.

15. The various specialized approaches that exist on violence and crime in our region, have generated an inadequate management of these categories.
